POSITION SUMMARY/JOB PURPOSE:
The Recruitment Specialist assists
the Chief Human Resources Officer in day-to-day operations of the department
and is responsible for various human resources functions relating to the
recruitment and retention of staff. This position will process employment
applications, coordinate job postings, attend job fairs, and coordinate the new
hire process. The Recruitment Specialist will answer employment-related
inquiries from applicants, employees and supervisors, maintain accurate
employee records and ensure compliance with federal, state and local employment
laws and regulations.
This position works independently,
under limited supervision, reporting major activities through periodic
meetings.
EDUCATION, EXPERIENCE, OTHER
QUALIFICATIONS:
Education Required: High School Diploma or GED. Bachelor's degree in Human Resources,
Business Administration, or related field from accredited college or university
preferred.
Experience Required: At least one year experience in human
resources, law or business preferred.
Registration, Certification,
Licensure or other Qualifications Required:
- Must maintain a valid Texas
Driver's license, auto liability insurance and a driving record acceptable to
PermiaCare's insurance requirements.
- Required to pass criminal history
and background checks as well as pre-employment drug screen.
- SHRM-CP or PHR certification
preferred. Must obtain certification within 2 years of hire.
ESSENTIAL DUTIES AND
RESPONSIBILITIES:
- Facilitate the hiring of qualified
job applicants for open positions.
- Review applicants and route to
hiring supervisor in a timely manner.
- Participate in job fairs and other
recruiting events.
- Collaborate with hiring
supervisors to understand staffing needs.
- Create and update job postings.
- Source and recruit candidates
through various methods, such as the agency website, social media, job boards
and job hosting sites.
- Process new hires in a timely
manner.
- Conduct or facilitate background
checks.
- Coordinate communication and offers
to successful candidates.
- Schedule for new hire orientation.
- Implement new hire orientation to
deliver an exceptional first day experience.
- Prepare paperwork.
- Coordinate with supervisors.
- Follow up with new hires to ensure
needs are met.
- Act as contact for recruitment
efforts.
- Evaluate onboarding process and
implement changes as needed.
- Assist in researching and
evaluating potential recruitment resources.
- Monitor and ensure compliance with
all applicable labor regulations.
- Conduct exit interviews as needed.
- Develop strategies to attract the
best talent.
- Evaluate and maintain employee job
descriptions.
- Assist and coordinate employee
morale initiatives and makes recommendations as needed.
- Coordinate volunteers and temps.
- Assist with audits as needed.
- Assist with employment-related
inquiries from applicants, employees and supervisors.
- Process salary increases and
transfers.
- Ensure employee performance
reviews are completed on time and accurately.
- Assist with investigations as
needed.
- Maintain and manage HR records and
documents by ensuring employment files are complete and organized, including
uploading into the HRIS system in a timely manner.
- Maintain current and up to date HR
documents and information in a shared location.
- Perform reference checks and
verifications of employment as needed.
- Provide excellent customer service
to both external and internal stakeholders.
- Gather and analyzes data with
useful HR metrics, such as time-to-hire and employee turnover rates.
- Assist with unemployment claims.
- Assist and coordinate employee
morale and motivation initiatives.
- Meet unit performance measures or
targets.
- Maintain confidentiality of
sensitive records and treatment information, client files and protected health
information in compliance with HIPAA, laws, rules and regulations, and
established procedures.
- Maintain regular and reliable
physical on-site attendance. Regular attendance, dependability, and promptness
are required for the scheduled workday 100% of the time, to ensure consistency
and completeness of program's processes.
- Comply with the Abuse, Neglect,
and Exploitation policy and reporting requirements.
- Adhere to the Code of Conduct and
Standards of Behavior policy requirements.
- Establish and maintain effective
work relationships with individuals served and their families, supervisors,
co-workers and visitors by demonstrating cooperative, courteous and respectful
behavior at all times.
- Communicate regularly with
supervisor.
- Open and process mail/email in a
timely manner.
- Answer phone, collect phone
messages and respond to requests timely and accurately.
- Maintain safe and clean working

representing PermiaCare and the program in the community.

requirements and company policies and procedures.
- Maintain valid and current
driver's license, auto insurance, acceptable driving record and reliable
transportation at all times. Driving may be required for this position.
- Complete all training as assigned
prior to due date.
